One of the solid ways to know layoffs are around the corder (my 2 cents) is the EDD WARN notice. I checked and don't see anything. Or did they figure out a way around this?
Has anyone seen WARN EDD notice on EDD pages tucked away somewhere? If so please share.

Last November the axe man came Monday Nov 5th. WARN was filed the business day before. So, the two months thing is basically correct.
WARN notices are not always required to be filed. Depends on the amount of people impacted in a specific location.
WARN states that you need to file it two months prior to the layoff. Cisco avoids that by "Paying you two months severance". Basically to avoid anyone getting advance notice they are willing to pay you off or more accurately keep you employed, at least on the books, for two months. Hence the two months notice.
Cisco files a WARN notice after layoffs occur.
It seems that companies fill WARN post factum, see the Riverbed entry: https://www.edd.ca.gov/JobsandTraining/warn/WARN-Report-for-7-1-2019-to-07-25-2019.pdf
