In the affected employees list (Exhibit A) there are 21 roles that is indicated as "Not Severance Eligible" – what does this mean? Are they really laid off or getting second chance in a different/rehired role?

21 roles were "Severance Eligible" and 21 roles were "Not Severance Eligible" (RETAINED) – from "Exhibit A".
The column for “Not Severance Eligible” were the people who were RETAINED and NOT CUT after everyone in BOTH of the two columns was considered for layoff.
