Looks like the "Bobs" recently had chats with leadership from a few groups. Not exactly sure which ones, but I noticed that somebody in Network Assurance signed them into a building a few weeks ago.

Network Assurance is a very large and diverse group sub-organizations. I'm not sure which part of the country you're seeing that, but most people in the Network Assurance organization are no longer allowed to breach 40 hours. It's been that way for a year or two now.

Yup. Consultants are used to roll heads at Verizon. They make recommendations, and the sheep, I mean leaders sign off on it.
