@1cep, it is pretty simple actually. H1Bs enlarge the employee supply pool and keep the overall salaries in check. So, while H1Bs are paid roughly the same as American citizens, without the H1B program in place, the employers would have to pay the American citizens 3x what they are paid currently because there wouldn't be enough to go around.

@xar is correct. I do not understand why we hire H1Bs. It is not because they are cheaper or more flexible. In fact, they have more restrictions on their work. I’ve never worked with one who has skills that a local employee doesn’t have. So I don’t get it.

If you looked at the salaries on https://h1bdata.info/ for specific regions they are paid roughly the same as American citizens.

It’s all about costs. It they can’t off shore it, they will hire collar employees. If they can’t hire collar employees they will spin it off
