For Quest, it's about the bottom line. The support people in AV get easily 4x the $$$ that they'll have to pay in Panama. They also have to follow CA employment laws. They can significantly reduce costs by moving support overseas. It never works out well for the customers but when you're selling the artwork off the walls to try to make the numbers work, you do what you have to.
