Is this also affecting pharmacy managers? I’m afraid to go on a medical leave for surgery now...like will I lose my job after I return??

Sorry but yes. They are laying people off while they are on medical leave. I know for positive this happened.
Pharmacy is not affected
You will not be laid off when you come back.
Instead, they will fire you while you are on leave. Much easier that way.
Are you talking about dumb HR moves? You obviously haven't met the folks from HQ HR yet? World class brown nosers with a total lack of common sense! The exact personality to keep their jobs forever! The only things they will unfortunately always lack will be a backbone, critical thinking skills and respect from their fellow associates, but they are too ignorant to care!
I would highly doubt they want the bad press of laying someone off who just had surgery. That’s the kind of bad press you want to avoid - affects your bottom line and ability to recruit. Yes all layoffs hurt - but getting rid of someone at the time or after their surgery would be a really dumb HR move.. Especially if that surgery is vital.
