Is anyone bothering to complete the organizational health survey, and if so, what are the chances that it's safe to be honest? Why does the company even pretend to care at this point? It is obvious they consider everyone expendable.

The deluded results are in. Everything all glowing and positive. Unreal.
I was shocked that they even sent the survey to us this year yes I answered it and yes I was honest and if it was not anonymous I probably dug my own grave
They have to be careful under GDPR, if they process information that can identify individuals.
A few years ago, before my crew was transferred to refinitiv, and before I was laid off as part of that nonsense, I took this survey. I was brutally honest. The new 'supervisor' was a disaster. I had zero qualms about saying so. No joke a few weeks later, the supervisor asked me if I had any complaints about the way they ran the department... So, yeah, be careful - if you still care, that is.
Completed it and was honest. If they hold it against me, so be it. Many parts of the company are still in shambles after the reorg a year ago. If they want the truth, I suspect they'll get it. But whether they care or want to do anything about it is another question.
I took the survey last time and was brutally honest. It's clear the company doesn't care. I'm not even wasting my time at this point although I do find it humorous that they're so desperate to get people to even respond to look like they made an effort that they are offering $5 contributions toward the employees charity of choice. Still not taking that carrot.
The questions are inane and 90% does not even apply to most employees.

They say it’s anonymous, but each link is unique, so surely it could be tracked back. Survey is run by McKinsey, a company completely lacking in ethics.
Given that the survey results have been pretty much buried for the past few years, why should this year be any different? It makes you wonder why the company the company bothers to undertake them. Perhaps a cathartic experience for some.
I did and I was completely honest. So therefore I hope it's safe! We've been told over & over that it's anonymous and confidential. I wonder if we'll learn the truth about the results?
