I was laid off this time of last year. At that time, I had hard time moving on, but I did move on
to better opportunity in the end...Now I have a great job with better pay and benefit.
Looking back I am glad that I was laid off then because I do not think I would be able to
work there like before because it seems like it has been so unstable for the last 12 month since
the lay off trend started in the fall of 2018.

Why don't they offer incentives for people to retire? I bet they would get lots of volunteers.

They are committed to getting rid of 3,200 jobs so there will be some layoffs next year if they cannot meet that goal through attrition or retirements.

You can guarantee that layoffs will be happening next year. Nothing you can do to prevent it, if your number is called, it's called, not performance based.

Several people in Ann Arbor people were forced to reapply for their positions. Does that count?
