Hmmm - Is it possible that lay-off activity is being delayed due to potential impact of COVID-19? Would UHG/Optum lay-off large number of employees in any geography at this time? If so, the result could severely impact customers.

It's a definite possibility. From a PR perspective, it doesn't look good for a major health insurer to be doing layoffs in the midst of a national health crisis. The stock has been dropping with the market and we haven't come close to seeing the full impact of COVID-19 on our health care system. Large companies on the west coast are already telling their employees avoid going into the office and to work from home.
They could also be delaying the layoffs because people have become more aware of their first week of the month layoff pattern.
That's what I've been wondering. I still think but no proof something is still happening this month.
