I believe what is being speculated about was documented in a 2 page internal document titled:

"Q4FY19 Sales Specialist Incentive Pilot
Limited to eligible US stores and US store eligible associates only"

Sorry but I only have a copy in PDF format (and no easy way to convert to text for posting here) but it is quite elaborate. Different sales tiers requirements based on both department and (gross) store sales tier. It also lists disqualifications. Also has a nice lawyerly disclaimer:

"... Lowe's reserves the right to cancel, terminate, modify, or suspend the incentive, change these terms and conditions, modify the award, and change any other element of the incentive in its sole discretion and without any notice to potential participants."

I said it before in another thread but I will say it again... Fool me once shame on you, fool me twice shame on me. I will personally be taking over a 20% pay cut and have lost all faith that this company actually gives a c-ap about its employees anymore. I am not making that statement simply due to the allowance loss, but also after seeing more than ten of my co-workers (all of which were top notch workers and most with more than 10 years with the company) being let go without severance only to be replaced with 3rd party contractors. Very sh–y way to treat employees that were always there for the company. Add to that the constant cutting of hours to the point that its lunatic fringe almost every day. Customer complaints through the roof (don't take my word for it just look at social media and our own website reviews). Feels like we have stepped into a Twilight Zone episode. The Lowe's that we once knew is gone, good luck to us all.

If what was just posted is what they are pushing than no thanks. I am an Appliance specialist and work in a region where Lowe's cant even maintain stock of a majority of the appliances that our customers are requesting so our sales are already grossly handicapped by the companies ineptness. Combine that with all the order cancellations due to the nightmare combination of pathetic third-party delivery (XPO) with cross-dock (XDT) and I challenge anyone on this planet to make your numbers with the deck stacked this far against you. Bravo Lowe's corporate. Another roll out, another failure. You have successfully torpedoed your own ship and are oblivious as to why it is taking on water. My advice to my fellow employees is to start looking for a life raft else be drawn down with the ship.

It has been a one month test in maybe 100 stores. They have developed a sales/hr metric based on store volume. I think you have to hit that criteria plus the department has to hit at least 97% of it's goal. If you make both of those you get $250 for that month. An additional $250 can be earned if you exceed your quota by some crazy amount. The max bonus is $500 per month. You no longer get the wining together quarterly bonus though. So the most you can earn is 6k and thats if you do the unthinkable and MAX OUT EVERY MONTH. So for those who were making more than 6k from your allowance you will lose $$ regardless of how great you perform and how hard you work.
