Severance has nothing to do with eligibility. If you received your first half in March 2019 after you were laid off, you will receive the 2nd half this month. RIF does not disqualify you.

I was pet of cuts back a year ago in February of 2019. Can anyone confirm if we are still entitled to the other half RSU? Hmm thanks in advance. Also I took the biggest severance I could get. Not sure if that impacts eligibility..

RIF includes VSP, but if you just quit for other opportunitues, you forfeit if you are not retirement eligible.

Took Voluntary separation with end date of 3/23/19 and received first payout back in March of 2019. I recently spoke with Verizon HR who advised I am entitled to the second part in March of this year. I have email verification of this as well.

Only if you retired or were RIFd. Voluntary terms not retirement eligible, forfeit.

If you left the company in December on good terms but moved out of state would you still qualify for this payout?

If you were retiree eligible when the first half was paid, you've already paid FICA on the whole award and are only subject to fed/state/local withholding for this half.
