NO, it's illegal to price gouge in all 50 states. "Problem" is currently availability levels. But even that will smooth out soon. All the hoarders have spent a lot of money stocking up for themselves, and many will soon realize that they have supplies for 2+ years, and the space it's taking up in their home or storage isn't worth keeping that level of "preparedness."

Businesses that produce essentials such as TP and sanitizer have already ramped up production and will be producing more than ever. When the logistics chain (shipping, stocking) catches up soon, shelves and warehouses will be full again. Hoarders will already be maxed out, and those thinking that they could make a quick buck by price gouging their fellow citizens in need will find that they'll need to just live with their hoarded pile because they can't sell it either. COSTCO and Walmart are already refusing to give refunds on TP and sanitizer knowing hoarders play this game.
