That's been the case for quite some time. Managers were basically given 2% of their entire teams salary to figure out how to do cost of living adjustments and promotions. When you consider most managers have people overseas (China, Panama, Czech, ...) where the pay is 1/4 of what it is in the US, it's been impossible to even give adjustments that would account for the increase in insurance payments. If you're not in sales, you have no added value so either accept that you're screwed or leave.
