HSBC USA introduced withdrawal limits. Beginning of a bank run?

On March 19th a user named @MoroccanLove asked about a limit of 2K USD at his/her local branch in NY. In response HSBC USA posted 3 messages, admitting that there are limits and that there is an online tool that one can use to search for branches based on max withdrawal limit.
Confirmed by official HSBC USA Twitter profile on March 19th.
Where did you see this? I can't find anything about it online.
