After a week and no replies. Can you explain in simpler terms? If you had said something like, I think the OEB perpetuates poor management since they guarantee a good rate of return on asset for regulated monopolies, we'd be able to reply. This may also work. I think the OEB allows passing over budget, poorly executed capital cost projects to the unsuspecting public. There is good money for all vendors involved.
