It can't be turned around. We've been re-orging every year for what, 5 years or more now? Yes there are problems with all parts of the sales org, but they are just one of many, many problems within Oracle. For starters, the stupidity of separate apps and tech orgs is unbelievable. Tech and associated cloud services are no longer competitive on their own, though if dragged as part of apps deals would certainly move more cloud services revenue. ...and none of that speaks at all to products that don't work, appalling cloud-based UIs (apps and tech both), and a company that is just plain sidficult for customers to work with.
For employees who have not yet cut bait, one of the first questions a prospective employer is going to ask you is "why have you stayed at Oracle so long?" Think hard before you answer. Is it because you are no longer technically relevant? Is it because you like being able to hide in a large org? The longer you stay at Oracle the worse your job market prospects will be.
