For someone on furlough and collecting TX unemployment but was recently layoff, will the severance pay affect the weekly unemployment claim?

you cannot get unemployment benefits for the week you receive the severance check. Due to reporting periods, you may miss UI benefits for two weeks. Should be only one week but some TWC employees will try to save the state a week of benefits and nobody appeals for just one week. Since there will be no employment, you will collect that week on the back end. Other than that you should get benefits.

Colorado is the same. You are required to answer a questionnaire and state that you have not received severance before submitting a request for payment
