Is it true that you need to meet arpd qualifications in order for them to hire you back. At my location they said that I’m not qualified but I qualified for hle.

I believe it's true because only a couple CSRs were rehired at my old location and they were among the top money makers. None of the other "furloughed" CSRs got a call back (fortunately for them they were able to find good jobs elsewhere). I'm told the company is desperately hurting for revenue and they're frantically putting the heat on the front-line folks to perform/sell. Good luck to those left behind. You could upgrade every single customer with complete protection packages and it still won't keep up with the company’s $100 million weekly spending jag, much less repayment on its $19 billion debt burden.
