Was there a 1099-B form (Proceeds from Broker Transactions) sent for the RSU payout for 2019? If it was, I cannot locate mine. Is it available online?

Those shares were not true "RSUs" like the ones granted this year in March (for those going forward, they will be deposited to a Fidelity LTI account. The shares paid out in 2019 and 2020 are reflected as part of your wages on your W2. If you go back to your March pay stub you will see it as a line item.
My RSU payout showed up as part of wages on W-2.
