The real lawsuit is the unspoken mandate to only hire fresh grads instead of picking up better skilled engineers laid off from other sites (same org!). I was told I can’t even apply at exit interview. How is it they can lay me off and post a job at the same time?

If you are rehired there any RIF package immediately stops of course.
BS on won’t rehire. There is no black ball list, only for those fired for cause.
I know of two people RIFed elsewhere in Honeywell that were hired in to engineering at E&PS within the past three weeks.
Well once laid off, you don't have access to internal postings. You can always apply to external postings, but unless you know the hiring manager, I doubt that the HR filters will even let your resume get to their desk for review.
Also, be wary. If you apply and they make you a below market offer that you reject, you lose your severance.
Perhaps it works differently for salaried but I know of at least 2 hourly employees at Engines that were iRIFed and immediately hired on to other hourly positions.
Sometimes our self perception is not accurate. Sometimes Honeywell is not the problem.
This is standard operating procedure in many companies. If you're on the Layoff list, you are black-balled from being hired anywhere else in the company. I doubt you were told you "can't" apply, the person was probably trying to tell you the reality is that you "won't" be re-hired so don't bother.
