The tax deferment is a Federal program. All employees are currently enlisted in 6.4% deduction, no matter your taxable income. All employers are responsible for COLLECTiNG only and paying forward to the federal government. No option for either

If your employer decides to participate, they will accept the responsibility for the non payment if the employee departs their employment after the quarter has ended.

Why the ask? If your employer chooses not to participate, probably because they are only responsible for collecting the federal tax,

In the end, they don’t want to be responsible for the payment if you terminate your agreement.

It’s not about your employer. If you question if they will, they probably would. They just don’t want to be left left with holding your debt to federal government if you leave. Don’t blame any corporate retailer for choosing not to engage.

This has nothing to do with corporate benefits. You are not shortcuted by any means. Again, the tax is only collected by your emplyer, and forwarded to federal government. The employer really has nothing to gain.
