Can somebody please explain to me how is it that attrition is as bad as it's ever been (and it's been really bad for a few years now) in the middle of a freaking pandemic? Where are all those people going to? Is there a secret employer I don't know about? Or are people just so done with Oracle that they prefer being jobless in uncertain times to working here?

Oracle layoffs are about cost cutting, they are not looking at efficiency. Oracle unfortunately has no management training. So the layoffs are executed by managers with no strategy.
Companies are always hiring, officially or not. Many jobs never hit the job boards. Make it so companies come to YOU.
The idea of any loyalty is ancient, pre-1960. This may be a phenomena of the "East". Since their culture has been lock in the ideas of the '50s even towards the turn of the century. So the Chinese and India employees has the mistaken idea, that if they work hard, say "yes" to whatever bullsh*t the boss feeds them, they have a job for life. Oops....sorry.

I have four friends who have left O of their own volition to new jobs in the last month. There ARE places that are hiring if you are looking, and lucky.
Anyone who has been there awhile and isn’t actively working to get out is ignoring writing that’s been on the wall for several years now - they will get exactly what they deserve. For those who are hiding their heads in the sand “playing ostrich” and have families to support, they are utterly irresponsible.
Spoke to a couple of people that were let go recently after 20+ years. They mentioned 'no loyalty' and I had to wonder where this came from?
This boggles my mind too. I have stayed employed in tech for 30+ years by not getting too comfortable anywhere, and by keeping my skills current, marketable, and competitive. Anyone who has stayed at Oracle for 10 years or more is too naive for words and has set themselves up nicely for a big, big fall.

Oracle is a business, you are hired to do a job and create/market/support/sell. If the business has a downturn your paycheck not being paid keeps the company afloat. Its harsh but reality, you are a cog in the wheel, your employment is 'at will'.
There is no attrition at Oracle
What kind of question is that? When you are summarily "let go" or laid off it's not like you have a choice. It's all on Oracle.
