I am guessing OP was being sarcastic about the claims our political leaders were making. Seems like the US as a whole is collapsing and alienating every country out there is not helping either.

American companies outsourced millions of American IT and Manufacturing jobs to India and China because the skills are similar while the wages are much lower.
India has three qualities that attract American companies. First, the labor force already speaks English. Second, its universities are among the highest-ranked in the world.
China is the world's largest exporter. But a lot of China's so-called "exports" are really for American companies. Cheap labor is the name of the game.

Where did you get that impression? The domestic market is literally at historic lows. Like entirely non-rhetorically where did you read or hear oil/gas jobs were “coming back to the US”?
