I see honeywell is hiring IT folks.
IT must be the most vulnerable group for RIFs.
I cant seem to establish a career.. entire departments get canned on the same day.
Hoping for a gov job. Maybe that will last.

The reason you have no job security is that there is a semi-infinite supply of cheap labor overseas. The strategies for surviving this are always going to be complicated. As you mention try to get a government job, exploit security clearances if possible.
Usajobs.gov if you have a degree and 5+ years of experience, no need to be a professional engineer. Look for jobs open to the public
For IT, it is consulting firms that seem best for keeping jobs. Large companies whoes main business is not IT tend to hire IT on contract as needed. Like Accenture and Deloitte. But I hear those jobs burn u out due to travel and meeting deadlines. Honeywell had a lot of business folks in IT for about 10 years as SAP was being rolled out. They still seem to need help with SAP due to turnover and no training, but mostly with business processes.
Many friends at Honeywell , Pratt, and Collins, Safran, are job hunting today.
We are living in an extraordinary time. Take a little time to decompress and regroup. Many companies are looking at more distributed work models for the future, and IT will be the enabler. iT is a cost function. Easy target for accounting.
