Will they write in candidates for weak slates and for folks left standing (that may be the best candidate)?

Anyone can be written in to any job. You get a call and are told "we are adding you to this slate ok?" If you ask whether you can say no because its either cross country or you don't want the job you are then told its that or nothing.
Yes, candidates of a certain race will be written in on slates to ensure there is enough visible diversity and the ratio of black employees increases in middle management. If you aren't in that group, good luck with getting written in on a slate...
Rules?, there are no stinking rules. This whole “apply for four jobs” song and dance routine is just smoke to cover the fact they will select those they want. No matter what you applied for you will be assigned or let go at their discretion. Just sit back and wait. The presented org chart showed the number of seats, now they just stop the music and let your proxy see if they can plant you. The job owner has the con and the rest offer suggestions. If your proxy is a good advocate they will push you forward to anything that might fit when the job owner does not already know who they want (in most cases the job owner has decided before entering the room). Exactly what do you not understand at this point for cr***sake? It can’t be that complicated for someone applying for an R3 position!
GMs and reps write in
I was told if there were 8 analyst jobs reporting to the same person, I only had to apply to one in order to be considered to the other 7, as long as I let the selection rep and hiring manager know. The jobs had to be roughly the same title, and reporting to the same person.
I would be interested too. My event rep didn't know the answer.
