Can someone answer this for me, if a GM gets multiple bad surveys why isn't anything being done to these GM's? Demoted? Fired? Let go?

Why is a 72% fantastic news on it but RIS 96 is 1.5. They talk as 72 is the best thing ever. Verizon took care of then decided it was ok to ram us in the butt with out lube.
