I have a job offer and would like to be laid off during phase 2. Is there a way to volunteer to be laid off?

I would go one above your supervisor and let them know you are concerned about your long term fit with the company. One of the criteria they are looking at. Hopefully they take this to the meetings and can dock you come % points to get you into the bottom group.
If you plan to talk to your supervisor about this, do it soon. The lists will be finalized by November 13, which is a quick turnaround.

Any body else think this might be the case? My guess is that your name may be on the list to be laid off, but as soon as you vocalize your desire to leave, you’ll be taken off the list.
Tell the whole office that you already have multiple interviews including one with Elon Musk, certain to land one, make it known to many bosses. It may work out positively for you! Who knows...
Everything people have said are technically grounds for being fired for cause. Just be happy you got another job offer and take it without a moment’s pause. I don’t work for Exxon but all of us in oil and gas have gotten a little too used to seeing our friends get severances of some kind over the last few years, and many to then turn around and land a new job. It’s messed with our heads, and now most of us feel entitled to some cash when parting ways with the company. But the timing just wasn’t great for you. Gotta be the target of a staff reduction unless there is an explicit VSP in place. Take the new job, tell Exxon you don’t want their money, and never look back. We are all withering away in this dying industry, don’t let a few month’s salary stop you from saving yourself.
Speak up about not caring about safety at your next meeting
I don't bother, my managers already have their mind set on me to top the list of good performers. I have once taken one month of leave, and still land at the top because of other sacrifices. My reputation with most managers is good, if managers dare to pull me down, they risk getting accused of ill-treating performers. What a joke right? I am sure you people noticed such cases.
Not much time to accomplish this - but express a contrary (but well-reasoned) opinion with every management or supervisor in your domain. Do it twice for every rational opinion.
This would usually work over a period of 2 years - but times are tight.

Maybe ask managers some hard questions about algae research and XTO acquisition. Or file a complaint against some manager with HR - I am sure at least some of them must have given good cause, considering the unprofessional and immature behavior I witness from management. Find a way to display what they call “negativity.” It’s risky though, they may still fire you with cause and without severance, or they may wait to PIP you. Congratulations on the new job!
I would walk into a management meeting, find the highest manager and slap him! You have 80% chance of success.

When do you need to start your job?
They might consider you but maybe say you just need a break from it all and you don’t think you’re a good fit anymore
