It's more than that. They're not counting relocations or "rehires/new hires" into the layoff equation. They're literally pushing a different number to make it seem like it's not that bad. Claims alone is around 8000 laid off.

3800 is the net. Lift and shifts and repurposing are being considered "new hires" so those are deducted from the layoffs. Actual "layoffs" are much higher than 3800 but fudging the numbers looks better in the press.

I agree it seems low I wonder if it's 3800 RIF but that's counting the additions at the hubs and out if the country? So more like 7000 laid off and 3200 hired for a net if 3800?

Grossly under-reported number. Departments had to shed 22% of their budgets. To think that we only reduced the workforce by 8% is absurd. It's probably closer to double that amount.
