You can't be rehired as a green badge for 12 months after you leave as a blue badge, whether it was voluntary or not.

Yes. I was and came back as a contractor. Made about 2.5x my former base salary and actually got to work and not sit in meaningless meetings all day. As opposed to my blue badge life of meetings and then nights and weekends getting my work done. Best time at Intel was as a green badge. That said, I'm at a different company now and it is SO MUCH BETTER than Intel.

Anything is possible but I would be so bitter, though, that I would much rather work elsewhere. Keep in mind that much of the decision rests with the hiring manager who may not care about your termination (depending on the reason for termination) so there is always a possibility. But I know you can't be picky about where you work if you have bills to pay.

What BU were you in? ACT 2016 had a "no rehire" policy for ISP, which meant they can't ever work at INTC again, BB or CW.
