You can get fired for anything. If you don’t work there, you have no clue. Management is always changing too.

I think there was a case from 1999 that involved a conductor receiving jury duty and the defendant being NS, the case ruled against NS. after returning they fired him for conduct unbecoming. case is NORFOLK SOUTHERN RAILWAY COMPANY v. James E. JOHNSON

Yes, its a catch all phase that means his conduct was considered not up to standard. Commonly used in cases ranging from altercations to unethical behavior.
