OSHA and the FRA have a memorandum of agreement that is in place. Look it up easy to find.

OSHA doesn't randomly pick a company to investigate. Someone alerted OSHA that NS is not following CDC recommendations. No inspections have been done so far, but there has been communication between the two parties.
