IPTV started with SBC almost in the late 1990s and early 2000s. Since then it was architected with teething troubles and when finally the bugs were ironed out, streamlined and by distributing the fixed costs of SHO VHO by increasing density of VRADs in the neighborhoods and re-using the existing last mile copper plant, in effect to create a compelling value prop. to the subscriber. But ATT raised prices and the customers felt the pinch. They migrated to OTT and SVOD providers. ATT followed suit by investing some more money to run after these fleeing subs. It gets even more swamped with unrecoverable costs. Now it is worth almost nothing.
MORAL: When you have a goose that lays golden eggs ... don't k–l it.

Uverse morphed out of the MultiService Gateway plans that went RFP to manufacturers in late 03, k–led, then brought back in spring 04. There were some odd mixed company proposals submitted for that product. Redback/Alcatel, Ciena/Lucent. Cisco assumed they would be in the mix and didn't bother showing up until after the fact.
The IPTV portion of uverse is still pretty great, the network it operates over and the last mile copper are really showing its age, though.
