Is there a company-wide freeze on promotions or is this a my department thing?

I know 2 at OptumRX that were promoted in the last couple months. One from supervisor to manager and another from manager to Director. One of them deserved it and the other just a dum-dum but a well like dum-dum.
I’ve been promoted 3 times in the past 3 years. It definitely wasn’t easy.
You have to be well liked and have a VP who values the input of their directors / managers. Higher mgmt can make it happen easily. If they see the staff as just replaceable cogs then its rare. If your on a very large team even tougher to stand out. It is much easier if your low level like going from a 23 to 24 grade. There are definite ceilings that are very tough to break unless you have a friendship with a true decision maker. HR can as well. You would be surprised at their power. I've seen things that would shock you and they can do with no problem, considering how much of a chore they make of the map / merit process trying to allocate the 1% from the 1.25% raises.
There are no promotional opportunities here. I’ve been a “5” in MAP year over year and keep getting told I’m being recommended for a promo but it never happens.
I have some amazing people who report to me, they’re working above their grade level and I can’t get them promoted either.
I wasn't promoted in 8 years where I repeatedly delivered products that many of our remaining legacy clique VPs had tried and failed. For your reference, that's not a good career path. Worshipping the executive elders is the path to success. bleh!
My team did but it was because a RIF laid off people and others on the team were promoted to take those spots. Not sure if that counts.
Promotions if you kiss enough $&@ and take credit for work and performance you didn’t do. It’s unfair how this works & bad performance gets rewarded. Should we start listing names???
2019 our team had 2 promotions. Both low performers and one was a trouble maker and both promoted. Lol. We had monthly meetings with another team and the non-trouble maker was at the same area of his project for 3 months. Could not move forward and get the project completed. Nice person but promoted to a Director. Geez. That’s RX for you.
What department are you in?
