I saw many useless "CTOs" in the Security division. They were only in those roles by means of politics and kleptocracy and were otherwise useless. Mostly non-technical, not developers and massively out of touch with what they were supposed to be leading. They went to meetings and acted busy but made no decisions, owned nothing and provided no value. I want to call them figureheads but I feel even that is giving them too much credit...
They only thing they were good at was perception and managing upwards - making themselves appear to be useful and over-promising what their teams were delivering. When things went wrong always the lower level employees was at fault and the implementation, not the CTOs awful ideas and plans.
I know someone that gave himself the title CTO. Of his department, maybe 10 people. But it looks good on LinkedIn.

Likewise, had no idea we had a "CTO of Esports and Gaming" or even such a division. IBM seems to have more executives than workers.

Dude was a self-appointed "CTO". Remember, we're at IBM, where the titles are made up. Basically just involved himself in and marketed some of IBMs small wins in the gaming space.

WTF is that? Really? I guess good riddance... IBM is paying thousands of execs/managers that do nothing but costing the company... in the meantime, 10Ks of billable consultants get laid off...
