Part of the concern is that they don't want to be surprised come Oct/Nov/Dec that lots of fols will walkout. At the sametime such conversations may reveal that "benefits reduction" strategy of HR will not work for a simple reasons that math does not support it: (i) Not many have the pre-medicare subsidy (ii) pre-medicare subsidy is'nt that great (anecdotal - a family may pay $600/month in medical with subsidy, and $1000/month without subsidy. A saving of $400/month or $4800/yr. With 10more years to work that is $48K. Another 6months of job easily pays for that. If they will seek anothe rjob then the whole thing is even less persuasive.)
HR is not offering leadership good options (like VZ did), instead blocking. HR is playing excel sheet. Employees are doing that too plus some scenario analysis. Many changes HR has introduced has cost employees more productivity loss, and not much support. HR wants to prove that they can add $$ value to bottomline. That is not their role.

Just more proof that the company is using this new policy to reduce cost structure by removing older employees and replace them at a fraction of the cost. As a result, I have no vested interest in seeing this company succeed anymore. I want to watch it crash and burn.

In my division we are already being told to get ready for replacing folks that are in target audience for losing pre-medicare medical subsidy. This is Jeremy Legg division.

That pretty much tells you no layoffs in Jeremy Legg organization. We have never had so much freedom to back fill, progress and promote in last 10 years. So talk of layoffs is a little silly in this environment at least in my division. I am a level 2 supervisor.
I retired last September. ATT is calling me to see if I want to come back as Service Tech.
No way, never happen! Business generates a large revenue stream on its own and doesn’t need consumer. Business could easily be spun off into an independent business and be very successful on its own! It makes no sense to combine both business units!

I believe the reorg part, as many older folks who are leaving due to benefit changes will need to be replaced.

Based on?? I tend to doubt there will be any big layoffs before the end of the year. Upper-management is most likely banking on many "retirement eligible" employees to leave before yearend to retain benefits until that cut hits the retirees too. However, I'd bet there will be a layoff next year - around February - if/when those numbers haven't been met.
Not in the occupational ranks! T wants more union members than necessary to keep Uncle Joe happy!
Get rid of those unneeded workers.
This is the same id--t that told us big layoffs were coming in three weeks. That was five weeks ago.
