As someone who works with some of the home office I can say that Glenn Shapiro loves the chaos of layoffs. Not only does it pay him handsomely in quarterly bonuses for cost savings and expense reduction but it appeals to his fascination of human mental reactions and behaviors. He is intrigued by the human mental response to stressors such as layoff announcements and the threat of layoffs. He is personally obsessed with it and does not keep it a secret. Layoffs and the human response is like a dr-g to Glenn.
Tom Wilson on the other hand does not at all like the lay offs and distances himself as much as he can. He feels layoffs are nothing but a black eye on the company but they are out of his hands. He has no say in it and no real input in layoffs.
