Do your research and give facts/reasons to the HR about why you think you should be getting a higher package.
With 10 years of experience, you should be getting a VP title anyway.
You might be lucky. It depends on your group, some pay well some not. I was hired as 602 in Technology with $90K in Texas 3 years go and haven't got raise of $1K since then.
I was hired at 602 earlier this year out of Texas and got base of 97, bonus of 7k

$100K is too high for 602. You need to be VP for such salary.

Salary range for 602 is 75 to 95 k. Good luck they rarely give high end starting out offers but it can be done. But it usually requires a compelling reason. You are in a low cost area that is not compelling. But you can try. I started out as a 602 and got 100k but they were in a bind because entire team/mgmt left while I was contractor

With your level of experience I would be looking at $100k or more. Check out websites like levels.fyi or glassdoor. You should see packages based on location and experience.
