Management will use every excuse in the book not to significantly raise you. To get a promo and a meaningful raise at Cisco you have to leave Cisco to another position elsewhere and then come back to a new position (as long as you were good enough first time). It has always been that way.
Always negotiate hard when you join the first time This will be the salary level that you will stay at until you do the above. You might get a percent or two every couple of years but as for significant raise and promo, forget it.
Don't shoot the messenger, it is the way it has always been at Cisco.
As to taking legal action that you didn't get a promo? Dude, that will mark your cards for being LR'd at the first opportunity.
Cisco is a relationship based company. Don't expect merit or performance based promotions.

Yes, in Cisco unfortunately is not merit–based promotion. All year they get help on complex issues and suddenly before promotion cycle there is an excuse of not–technical–enough or not–innovative–enough or no–budget. However, chin–up. Such is life. Someday when we are managers we should value people based on merit. Best we can do. Because we still love cisco :)
Sounds like the OP needs to join us in the real world and learn life lesson that you are not the “perfect and special” person your mommy always told you you were.

Of course you can but unless you have a true, documented case of discrxxxxation you are going to end up so far in debt you grandkids kids will be paying your bills. You may need to rethink that. Being incompetent, on the bottom of the performance group, no budget, or are already above midpoint of the MRR you can pound sand. the manager doesn't control any of that and would most certainly file a counter suit, which they would probably win or you would have to settle out of court if you make it personal.
Of course. It's standard practice. It's how I got from grade 4 to 6, from 6 to 8, 8 to 10, etc. I have roughly half a dozen lawsuits againt Cisco. I won all of them of course. Actually, Cisco threw the towel as soon as I said "lawyer". At some point they told me I'd reach CEO at that pace, and then what?
I know the OP is troll posting but in my experience if your mgr actually values you and wants to promote you but can’t due to some administrative reason up the chain, they will throw thousands of RSUs your way to keep you making it worth your while not to leave.
Yes, this case is basically a slam dunk. Probably can just retire once you receive a few million from the lawsuit. Good luck!

No, you can't sue for not someone not giving you a promotion. You can, however, sue if you've been passed over in favor of someone else, but you better have really good, documented proof that you were the better candidate for the promotion.
Be prepared to lose, and in the event you do win, be prepared to be let go within a year or two during an LR because you just put a huge target on your back.
Suck it up and keep on doing, or quit and go somewhere else. Supposedly, openings are really starting to pick up now.
