First level managers are at the end of the waste pipe. Passing the gas on down. AND they are shaking like a leaf in a windstorm. That is why there is not an original thought or a progressive management style amongst them. In the words of Mr. T. “I pity the fools”
Not the workers job to review managers.
That's their boss' job.
