A lot of them don’t know simple decision making skills

Front line managers are in a terrible spot. Most of them want to do what is right for the bank, their customers, and the employees. They are dedicated and loyal. The managers that they report to are impossible to work for. Middle management believes it's their job to second guess everything. These are joyless, talentless people that have never done anything important in their careers. Their jobs at the bank is to ensure that everyone is miserable and uncomfortable. Lying to upper management is what they do best. They have truly wrecked a wonderful company.
USB is the perfect example of "Sh-t Floats." How they continue to promote incompetent people again and again astounds me. They eliminate managers who know what their team does and put others in charge who have no experience in that area. All these decisions seem to be made without regard to the predictable outcomes.
In my experience, line managers get chewed out for doing anything that puts pressure on their superiors. Rather than ask what happened and why did you do what you did; they get reamed. So they are afraid to make any decision that might come back to bite them. This goes up the ranks so what should be a simple decisions get magnified and require approvals two or three levels up. I know your frustration all too well.
