Stupid question but can they force you to be an Engineer at any given time? And what happens if you don’t want to move up?

If you don’t go to choo choo school and pass then your FIRED ! You have your union to thank for that agreement !
If you're a current conductor you will eventually be an engineer. There is no way around it unless you're one of the older guys which I'm guessing you're not.
