Favoritism is a crucial criterion for who will be working on the project?

How many times has a manager kept you out of a project that a much less competent person worked on instead of you? It bothers me a lot that very often people are not chosen based on their skills. I would like to know how he actually selects the team because it increasingly seems to be crucial that you are one of the manager’s favorites.
