They basically gave him a 9 month paid vacation. If he has a few years left to actual retirement and his team wants him back, seems like an easy way to go to cash a few more checks.
Why would someone want to return to the same employer after leaving for retirement? Only possible explanation is incompetency. He/she can't find another at any other company, they just wanna go back and do the same old easy job. Get a life buddy. We don't want you back at Cisco. Bye!!

Of course there's a policy for that. If you'd have read your termination paperwork, you would know the answer.
