We will be working from home until January. Can anyone tell us why the ELT, SM $105K and KCC $44K and others are getting paid commuting expenses, when nobody is commuting? According to the TDC 10K. Wouldn’t those dollars be better spent saving people in the upcoming layoffs?

I assume you mean 10-Q.... It is stated to cover the travel expenses between their home office and TD HQ. Not sure I'd categorize that as "commuting" though.
You assume they give a cr-p about employees. They don’t. Get out now.
the only reason they are paid is because they are rule makers.
They can do whatever they want and milk the company for how much ever they want.
