They have been doing this for many, many years, layoff 1000, hire 2000 with half the brain of those that left, and no ability... But they hired them at half the pay and expect less than half of those to stay long enough to vest. They are getting the very bottom of the barrel (mostly) , "Yup, I took a course.", or, "I got a general education degree and it only took 7 years.", but they do not expect anything much from them either...
They are hiring a lot of ex-employees as contractors. Too much expertise left. It will get worse by EOY when older folks leave to keep the medical. Consulting is a good way to boost your SS and to make some fast cash.
They are forcing people to leave and hiring new, business is booming.HR is busy. Who cares about quality when what matters is quantity. It starts with the leadership. Look at the top of this iceberg.

The people they have been hiring are some of lowest quality employees I’ve seen in my 30+ years. The people they’ve been promoting to management are as bad if not worse.
In what areas?
Sounds like the company is doing good managing the number of workers it has. Getting rid of unneeded workers and hiring when needed.
