ER = Early Retirement, which has only been offered 3 times in the company's history (but can also refer to Employee Relations). LR = Limited Restructuring which is a layoff, which has happened numerous times at Cisco since its first one in April 2001; generally done annually since 2011 and typically done around the end or the beginning of the fiscal year.

HR function, Employee Relations/Labor Relations (ER/LR)

Shhh. The first rule of fight club is you don't talk about fight club. Don't let the masses know that a "limited restructuring" is not the realignment of resources that the ELT tells investors and is really a short-term, near sighted cost cutting today at the expense of long-term strategic goals.
