This information is not shared at DH levels anymore. All handled by compensation groups in BA.
Your manager most likely has no clue to be able to inform you of the process
The 70% spread is rarely seen because in the old system it was the difference between a 99RG and a 1RG (at a specific YEE and CL)...The system now awards 95 to 5 RG on the salary curves so the spread actually utilized is lower...more like 60%.
I am guessing if a certain CL's medium salary is $100, the upper boundary is $135 and lower boundary is $65, hence the $70 (70%) spread?
When managers don't really understand how it works, then it is really a big issue in this company....a lot of managers didn't understand it because there are a lot of factors that influence your salary (age, previous ranking)...we are not paying for a position...hence you will see that 2 people doing the same job at the same location, but paid differently...talking about equal pay for equal job? Go figure, honey!

Does the 70% consider both YEE and rank group percentile?
If you are a supervisor you can just graph your team and figure it out. Unless you are one of those loser supervisors with a team of two.
