If someone accepted the pandemic childcare money that was offered to employees, will they be they penalized at bonus time?

I had teammates last year with comparable salaries, perf ratings, and titles, but bonus amounts varied wildly. Childcare money was only difference.
No bonus is actually being decided now. Managers input recommendations in October. So they do have an idea on amount
