Trying to change the job within Fiserv. I was told that there is cap of 7 percent in comps regardless of the location. How true is it ?

This depends on your manager and what they are willing to do. I’ve received 30% increases for moving from one dept to another and then 9% for moving back. Each time was moved into a higher level. However my experience with providing promotions is that you can give whatever you want. 7% seems standard but if it’s a higher grade level that you’re moving into there should be more. Fiserv in general seems to be bad when it comes to paying its employees.
If your manager pushes hard enough you can get almost anything with a promotion. Although in all my years as a manager they would always say 7-10% as the standard amount. With OFD though Frank probably personally has to approve anything over 3%.
It's garbage, like others have said. Someone is either trying to keep you from moving, or trying not to pay you fairly.
It is not true. I made a lateral move at about 15%. People can say I'm role playing, but they don't see my paystubs. I have no idea if this is common or not, I just know my personal experience.

I guess you are role playing yourself there friend, each of my years here I have got over 2%.
Except last year.
All other posters here a role playing. No one at fiserv has ever had a salary increase more than 2% per year.
There is no cap. That was the policy under JY discarded long ago.
Lies. There is no cap. I received 15% for my last lateral move. Of course Im sure I was well under my payband in the previous role.
I was told I would get 20% if I went to Berkeley Heights
