Every time I see that bullying is allowed here, spreading gossips, backstabbing, appropriating someone else’s merits, etc., I remember that culture comes from the top. So I don’t believe it’s even possible to fix the atmosphere here without some changes at the top. It's just my opinion. Perhaps I'm wrong?

The note about the internet and phone was petty I must admit. Ridiculous.

KCC needs to go! She is the worst HR leader and has wasted so much of our time. Her playbook is so old, she is recycling old ideas and has no clue how to lead. Flex work-life is great but they refuse to pay employees for internet or phone even if they are virtual. If you used to be virtual, not anymore, we are going to make everyone "flex" so we don't have to pay for your internet even though you will need the fastest internet possible, i.e. expensive, to do your job. Do you want to promote someone on your team? If so, then nobody else can get a decent raise or bonus because your pool is way too small.
Takes two to tango. culture from the bottom becomes infectious in either a positive or negative way and those at the top need to cultivate the right vibes or they die off. So many tech companies have a bullying culture still in this day and age.
Culture comes from the employees. CULT comes from the execs.
You are ABSOLUTELY right! But there are employees in the trenches that throw their workmates under the bus who're still here. Unless the Directors start getting rid of the jerks, and not keep them around just because they're "good at what they do", nothing will ever change.
